The Issue of Financing the Care of Handicapped Children and Suggestions for its Improvement

Bachelor thesis focuses on very little popularized, but very serious issue of financing care for disabled children. The theoretical part explains the general concept of disability, its types and consequences. In the practical part is executed the SLEPT analysis, which defines the integration of these children and their families in society, their physical and financial demands, the possibility of intervention and state social assistance system and the legal basis of these claims. Subsequently are described in detail examples of practices from the perspective of income for families and institutions, in contrast with their financial needs.
Conflict of interest of public officials

1 Abstract The dissertation is focused on the topic of conflict of interest as a decision-making problem in the performance of public functions, when the public interest, which the public official has to promote or defend by virtue of his position, and his private interest come into conflict. The existing institutes of the Czech legal system, which regulate situations of conflict of interest, are divided into several groups, to which chapters of the dissertation are dedicated. Specifically, it concerns i) the pivotal and overarching duty of prevention and prioritizing the public interest over personal interest; ii) so called 'genuine incompatibility' and iii) 'non-genuine incompatibility'; iv) reporting obligations; and v) a category of other institutes focusing foremost on cooling-off period and regulation of lobbying. The dissertation focuses specifically on the following areas of problems: i) in the case of genuine incompatibility (Chapter 4) on the issue of the cumulation of the function of a member of Parliament of the Czech Republic with the function of a member of the council of territorial self-governing units and certain negative manifestations associated with it in the process of adoption of laws affecting the territorial self-governments; ii) in the case of non-genuine incompatibility (Chapter...
Thermodynamics of Dislocation Pattern Formation at the Mesoscale

We introduce a mesoscopic framework that is capable of simulating the evolution of dislocation networks and, at the same time, spatial variations of the stress, strain and displacement fields throughout the body. Within this model, dislocations are viewed as sources of incompatibility of strains. The free energy of a deformed solid is represented by the elastic strain energy that can be augmented by gradient terms to reproduce dispersive nature of acoustic phonons and thus set the length scale of the problem. The elastic strain field that is due to a known dislocation network is obtained by minimizing the strain energy subject to the corresponding field of incompatibility constraints. These stresses impose Peach-Koehler forces on all dislocations and thus drive the evolution of the dislocation network.

Práce je zaměřena na proces přijímání zákona o střetu zájmů na Slovensku. Smyslem této legislativní normy je zamezit veřejným činitelům ve zneužívání svého postavení, jež může spočívat v kumulování neslučitelných funkcií, nebo v nezákonném obohacování plynoucím ze své veřejné funkce. V práci jsou postupně analyzovány jednotlivé časové úseky, během kterých byly různé podoby předmětného zákona několikrát zamítnuty a posléze přijaty. Kromě samotného legislativního procesu tvorby zákona jsou rozebrány také postoje jednotlivých politických stran a jejich představitelů, dále několik novelizací, jejichž cílem bylo zefektivnit působení zákona v praxi, a nakonec samotný reálný dopad zákona – nakolik jsou dotčené osoby ochotny jeho nařízení respektovat a zda příslušné kontrolní orgány mají dostatek ochoty k řešení sporných případů.
